The Recent Outages graph shows outages in blocks of 60 minutes working backwards from the current time on the Monitoring Station. So, if it is 9:15 on the Monitoring Station, the far right bar on the graph will read 8:15, which includes all outages between 8:15 and the current time of 9:15.
